Noong Hunyo 19, 1988, pinagpasiyahan ni Kalihim Quisumbing ang kahilingan para mabuksan at masimulan ang Kapitangan – Baranggay High School o KBNH – Annex, kasama ang pagsang-ayon ng DECSRO III – Region – Tagapamanihala Bernardo M. Reyes.             Kahit na ang mga tagapangasiwa ng Paombong High School o PHS ay sinang-ayunan din ito kasunod ng pagtalima ng mga taong nasa katungkulan upang maisakatuparan ito. Sa unang taon ng pagbubukas at pagsisimula ng klase, ang kabuuang dami ng batang sumubok ng kanilang pag-aaral ditto ay umabot sa 98 mag-aaral.
